Education shall be accessible to all learners at all times. To reach out for education, international collaboration shall be a global thematic act, to internationally fund and justify infrastructure frameworks for schools and learning centers around the world. Education shall be viewed as a human right that is protected and secured by agreed international ethics, values and standards; even though Humanitarian International Law is not ratified by all country states.
